European Security and Defence Policy (ESDP) was crystallized within the European Council from Cologne, in 1998 and was designed as part of the Common Foreign and Security Policy (CFSP). CFSP and ESDP represent veritable instruments that the Union can capitalize to affi rm on the international scene as a relevant security actor, means by which it can ensure not only its own security, but they also may be instruments used to take an active role in providing international security environmentThe current paper aims to identify the elements which recommend EU as a relevant international actor in matters relating to security and those that may pose obstacles to shaping such a role.
