Summary/Abstract: THe image of politics as something mouldy driven by ba faith has asserted itself in the public opinion. The author considers politics something rather overloaded and overstrained. In fact politicians are still able to sell patched-up emergency measures as great agendas of reform, yet in reality the scope of national policy has decreased by globalisation and institutionalisation in the process of an expanding capitalism. Instead of solving problems policy is mainly occupied with shifting and moderating problems. The decline of the potential of politics to really intervene immediately concerns the essentials of democracy. Durchgesetzt hat sich in der Öffentlichkeit das Bild von einer miserablen Politik mit bösen Absichten. Unser Autor hält die Politik eher für überfordert und überlastet. Zwar verkaufe sie noch zusammengestoppelte Notmaßnahmen als große Reformen. In Wirklichkeit seien die Gestaltungsspielräume nationaler Politik durch Internationalisierung und Institutionalisierung im Rahmen eines sich ausbreitenden Weltkapitalismus verringert. Statt mit Problemlösungen habe es die Politik mit Problemverlagerung und -moderation zu tun. Ihr Interventionspotenzial nehme ab, damit aber auch substanzielle Demokratie.
