Problems of Understanding. A short Interim Statement about the Question of Kosovo

Summary/Abstract: The March riots in Kosovo are interpreted in different ways by different actors onstage. The situation in the protectorate remains tense and characterized by political uncertainty, economic pauperisation, and various fears on both sides, expressed by the motto «Freedom without future isn't Freedom». While the author, through many meetings and discussions, discovers new chances for the relationships between the ethnic groups, more and more the political and legal status of Kosovo and the UN civil administration itself seem to become a part of the problem instead of being an decisive actor in its solution. Zwiespältig werden von den verschiedenen Seiten die Märzunruhen verarbeitet. Die Lage im Protektorat wirkt weiterhin angespannt, gekennzeichnet von politischer Ungewissheit, ökonomischer Pauperisierung und vielfältigen Ängsten auf beiden Seiten, in das Motto gefasst: «eine Freiheit ohne Zukunft ist keine Freiheit.» Doch zeichnen sich im Verhältnis der Volksgruppen, so unser Autor, der im Kosovo etliche Gespräche führte, auch Chancen ab. Mehr und mehr wirft sich jedoch die Frage auf, ob nicht der Status des Kosovo und die Zivilverwaltung der UN zum Problem werden.
