Summary/Abstract: The Otoman State accelerated its modernization movements in 19th century. The first renovation that has been made for human beings is “the prisons and imprisoned people”. It was essential to organize the prisons again by the pressure of West according to the view which defends life right virtuous and sacred. The Çerkes Prison has become the main point of our research because of its renewed organization. The situation, health conditions, the new construction of the prison has been evaluated by the addition of archieve documents as it is thought to help us in this study.
