Summary/Abstract: This paper analyses a specific field in the system of higher education in Bosnia and Herzegovina – the legal status of pre bologna qualifications and titles in the bologna system. Current concept reveals total legal chaos. Higher education in Bosnia and Herzegovina is regulated by the Framework Law on Higher Education in Bosnia and Herzegovina, adopted in July 2007. The Law sets the basic standards and principles for the area of higher education which is organized in three cycles that leads to the titles of: bachelor, master and doctor. Equivalention possibility of earlier qualifications and titles with new ones is given, but not either the way. Entity law in RS and cantonal law in FBiH govern all other issues in the area of higher education that are not regulated by the Law. Different practice in different parts of the State, is an alarm signal for harmonization of national laws, and than with the acquies communitaire in the light of bologna reforms. Some provident legal documents need to be adopted like Regulations on use and acquisition of academic and scientific titles in BiH. Most problems could be solved with adoption of National qualification framework or with adding new regulations to Framework Law on Higher Education. In any case, many open questions still remain.
