Summary/Abstract: The tiny country of Estonia faces a unique challenge of integrating both the Russian-speaking community as well as the newly arriving refugees. While the country’s migrant policy is still developing, the core of Estonian thinking on integration has been the protection of Estonia’s cultural and linguistic heritage. At the same time policies that strive to prevent social exclusion and promote social integration are essential.
