The president in the system of executive power of the Republic of Chechnya

Summary/Abstract: Following the separatist declaration of independence in 1991, Russian-Chechen relations systematically deteriorated resulting in the occurrence of two open-armed conflicts involving Russian forces. From 2001 onwards a program, known as “Chechenisation”, was introduced by the Russian Federation as a long-term solution to the problem. This was established on the principle of creating an authoritarian regime, at the centre of which stood a strong president with broad powers. The article discusses the issues involved and suggests that the intended solution has become seriously weakened, as evidenced by the latest reports from the North Caucasus.
