Summary/Abstract: The article analyzes the problem of management competence of pre-school education teachers on institutional level. It is emphasized that teachers-practicians of all levels and future teachers (students) have to become life supervisors of a pre-school community institution. However, in practice there is a lack of management competence, a problem of misunderstanding arises both between the manager of a pre-school institution and the teachers, and among the teachers themselves. This is the reason for weakening of institution effectiveness. The aim of the research is to analyze the attitude of pre-school supervisors, teachers and students (future teachers) to the management competence problem in the context of educational activity with evaluation of readiness of teachers to work under the conditions of changes and competition. The quality of management functions in every day activity of teachers and depends upon the management competence state of pre-school education teachers. Having carried out the research it was identified that in the opinion of senior teachers the management functions in educational institutions should be implemented by supervisors. The opinion of the major part of supervisors and students (future teachers) on the realization of management competence of teachers in pedagogic activity has coincided. They think that all teachers should be acquainted with management functions. A new management aspect has shown up in this group of respondents; it initiates the pre-school institution community for efficient activity. Competence of a pre-school education institution teacher should be associated with real activity of a teacher.
