Summary/Abstract: During the founding period, Ottoman State had virtually south European character. Even before achieving the unity of Anatolian Principalities, Ottoman State was considered as a dominant power in the Balkans. It is accepted that the existence of social, political and administrative problems in the Balkan peninsula were the most important reasons which made the Ottoman presence permanent in the region. Nevertheless what was more important for the Ottoman presence in the Balkans was the logic of Ottoman administration which aimed at protecting the regular people and taking care of their problems.
