Summary/Abstract: The author starts from the thesis that in modern society, in conditions of democratic competition, in which speech is a crucial mediator, the power of rhetoric is a first order condition for achieving a high reputation in society. After the main indications about the notion and development of rhetoric the author focuses specifically on political rhetoric - notion, characteristics and types. Since the success of political rhetoric happens in a triangle: the personality of a speaker, speech and audience, the author especially analyses each of these elements. The other part of the paper is devoted to the political rhetoric in Serbia and the analyses of virtues and vices leading Serbian politicians as rhetorical speakers (S. Milosevic, V. Draskovic, V. Seselj, Z. Djindjic, D. Micunovic, V. Kostunica, B. Tadic, A. Vucic and others). The conclusion is that Serbs are a nation of great rhetorical talent but they were deprived of its development and formation, thus the nation becomes an example of uncultured rhetoric. The reasons for this were undoubtedly the social circumstances over the last 70 years whereby the principles and virtues of political rhetoric were systemically negated. The paper concludes by focusing on the role of political advisors.
