Summary/Abstract: The transformative effect on state structure of liberalism is felt in every period of time. Especially, the neo-liberal politics that started to be implemented in the post 1980 period, transforms public administration mechanism by directly influencing the economic, politic, social and legal structures of countries. The structure and mechanism of the institutions and organizations within the public administration structure are redefined and some new institutional structures are being established in this period. The basic dynamics of transformation process are globalism, decentralization, governance, privatization and administrative reform. The result of the process is the emergence of new approaches in terms of public administration. As a matter of course, process causes discussions. In this research, it is intended to interpret the process via Turkey practice by giving place to discussions about neo-liberalism. As a result, it is seen that, neo-liberalism has a notable transformation effect on administration.
