Summary/Abstract: There have always been certain rules that seek to limit warfare. Of course, in the beginning, these rules were not contractual nature, but eventually they obligate all international actors not only as contracts, but also as an international custom. These rules prescribe the precise rights and obligations of all those who participate in an armed conflict, as well as sanctions for violation of these rights and obligations. The development of the rules of international humanitarian law is going forward extension categories of victims of conflicts that are protected, expanding the situations in which are victims enjoying protection (international and non-international armed conflicts) and modernization of contracts in international humanitarian law.
