Summary/Abstract: A key part of the crisis management system in Poland is an executive subsystem, whose primary task is to provide immediate assistance for people harmed and waiting for support in situations of crisis, threat, failure, disaster or cataclysm. The executive subsystem includes: specialist services, guards, inspections and non-governmental organizations of a rescue character. The most important non-governmental organizations of a rescue character are: Voluntary Fire Service, Voluntary Water Rescue Service, Mountain Volunteer Search and Rescue, Tatra Volunteer Rescue, the Rescue System of Polish Red Cross. It is estimated that in case of a crisis situation, catastrophe, natural disaster, help for victims can be provided by about 220 thousand social rescuers who annually participate in nearly 80 thousand actions, so it is a potential which is an essential element of the crisis management system.
