Summary/Abstract: Dissolution of Yugoslavia brought ethnic violence back from the Second World War. Fear among ethnic groups was created with new borders carving peoples whereabouts in different republics which were administratively delimited by Communist party. Serbs in Croatia feared of having their equality erased of the constitution which happened in 1990. After Croatia had its referendum following Slovenia in its declaration of independence local Serbs formed Krayina of territories where they had ethnic dominance. War was on and had spillover effect on Bosnia and Herzegovina where 44% were Muslims which created coalition with Croats (17%) isolating Serbs which were 32%. This ended in ethnic cleansing. Attention of the American president Bill Clinton was eventually drawn to killings, cleansing and refuge issues. Previous republican president George Bush had isolationistic views on Yugoslavia permitting monopolar order to create chaos in Europe. Clinton chose to devote to this situation and wanted simplification in the Southeast of Europe which would relax public opinion in the election year. For the diplomatic engagement Clinton selected experienced negotiator Richard Holbrooke. In order to have enough strength in the Balkans Holbrooke was equipped with powers of threatening and pressuring counterparts in negotiations with reliability of air bombing. Large part of his time in the Balkans Holbrooke spent in airplane traveling from one capital to another. In the air force base Right Peterson, Dayton (Ohio, United States) Holbrooke was isolated with key negotiators for the peace in Bosnia and Herzegovina as a crown of his actions in 1995.
