Summary/Abstract: This paper deals with the conceptual approaches to the understanding of the classification on strong and weak states. In this sense, the analysis begins with the identification of the two dimensions of state capacity: engaging resources for the achievement of various policy policies, and the legitimacy related to the realization of the public policies goals. Instrumental dimension of state is complemented by a dimension of provision and delivery of public goods. Previous implies separation of state and society, the autonomy of the state and, in general, the tre atment of states from the technocratic perspective. The final part of the paper is a critique of state power measurements based on the performance of formal institutions by placing an emphasis on the idea of state power as a complex and dynamic field of social relations that influence the functioning of the state apparatus.
