Summary/Abstract: Democracy is a form of government that is accepted worldwide. The main problem is that democracy is very often idealized and ideologically oriented. Today many societies claim for themselves that they are democratic. However, the real question is whether democracy exists in these societies in its formal or essential way. It is therefore necessary to critically analyze the problem of democracy and to continuously reexamine the democratic capacity of political institutions of all countries. The main goal of this article is to underline the main challenges of the democratic capacity development of political institutions in the modern world. In this sense this paper is divided into two parts. The first deals with critical analysis of democracy in the modern world. In the second part the authors analyses the necessary conditions for the building of modern democratic state.
