Summary/Abstract: the Balkans Stability Pact aims to achieve stablisation in South Eastern Europe by various strategies: Stabilisation by regional co-operation Stabilisation by ‘Euro-Atlantic’ integration Stabilisation by reconstruction aid Stabilisation by preserving multi-ethnic variety The success of the Stability Pact depends especially on the continuing long-term commitment of the west. The projects which have been developed must, first of all, be implemented. This requires the further financial and technical support of the donor countries and the continued willingness to co-operate on the side of the receiving states. The scenario of interests of the donor states is a stable one, and so the basis for their further involvement is thus guaranteed. However, the activities themselves will dwindle, alongside a decreasing consciousness of the problems of the region. The desire of the receiving states to co-operate will also decrease if their hopes for integration in the EU are not fulfilled in the medium-term. The expansion process of the Union is thus the key to the process.
