Summary/Abstract: This paper presents the author’s attempt to research the system and normative documents concerning international cooperation in a state of emergency, as well as international cooperation policy of the Republic of Serbia. The paper gives details on the modes of international cooperation and partnership in a state of emergency caused by the natural and technological disasters or by technical devices. Since during a state of emergency states’ borders become porous, international cooperation is necessary. Therefore, states found international organizations and associations, or become their members in order to improve knowledge, mutually take actions and provide humanitarian aid for the duration of a state of emergency. After all the crises it underwent in the past, the Republic of Serbia has been making efforts to institute and improve the national security and rescue response system in a state of emergency as well as to develop international cooperation in this field.
