Summary/Abstract: It has been concluded that the society is the one indicating if and to which extent the public administration system is compatible with the social environment. The compatibility of the public administration system derives from the way in which the system adapts its structures and functions to the necessities and needs of the society, and in regards to its incompatibility, this results precisely from the impossibility or reduced possibility of the public administration system to adapt to the needs and requirements of the society and social environment. What is specific to the public administration system is that its components are structured in a hierarchical construction, based on the super ordination and subordination reports, founded on the territorial criterion, on one hand, corresponding to the hierarchical structure that ensures the coherence in leadership and the material competence or functional criterion, corresponding to the functional structure, which determines the plurality of the leadership.
