Summary/Abstract: The point arising from the research covered in this paper is as follows: the solution to the problem of financing social and pension funds in the following one or two decades lies in “imported” workforce which will be the driving force of the development production cycle. It is the only solution for a certain degree of alleviation of the negative consequences of a poor economic and demographic policy in Serbia that has been run for several decades, and which is reflected in a severely unfavourable ratio between the number of employees and pensioners. Thus, a stable financial system, i.e. stable state finances, presupposes a balanced budget which is a prerequisite for the overall economic stability, primarily in the realm of prices and rate of exchange, as well as the cooperation with international financial institutions. The way to a lasting and sustainable economic recovery of Serbia lies in macroeconomic stability, significant growth of investments, the implementation of new technologies and the employment of highly qualified human resources from this country and abroad. At the same time, it is a requirement for creating stable sources of income for the state and social and pension funds. However, as pensions are not only a state matter, they will depend on market developments as well as individual behaviour. The implementation of the pension system reform will primarily depend on the political will for its realization.
