International activities of the entities of the Russian Federation

Summary/Abstract: The article is an attempt to assess the international activities of the entities of the Russian Federation from the early 90's to the present day. In the 90's of the last century, many entities of the Russian Federation took a very active part in concluding international treaties, also with other countries, incorrectly recognizing themselves as the entities of international law. The basis for this type of activities was the Federal Agreement of 1992, which defined the division of powers between the federal authorities and the authorities of the above mentioned entities. In fact, two legal acts governing the international cooperation of the entities of the Russian Federation were adopted in 1999. The first one was the federal law on the rules and procedures of the division of powers and competences between the federal authorities of the Russian Federation and the authorities of the entities. The second one was the law on the coordination of international relations and the international cooperation of the entities of the Russian Federation. The article refers to the provisions of both acts in the context of international activities of the entities of the Russian Federation. The Author quotes numerous examples of such international activities. These examples concern not only international agreements, but also the entire realm of diplomatic relations between different actors.
