Summary/Abstract: The European Union faces multiple crises both internally and externally.The instruments through which it chooses to respond to these challenges shape the view thatthe partner countries have about its normative power. Even if the enlargement policy iscurrently a secondary priority, the interest for maintaining a stable and secureneighbourhood emphasizes the need for a coherent policy in this field and subsequently theneed for a common approach of the national foreign policies and the European perspective.In this context, the Europeanisation represents a significant opportunity for developmentand rapprochement for the partner countries, both through EU’s instruments and nationalones, but one inquire which the means of influence are. In order to assess this, the paperexplores the concept of Europeanisation and its impact on the minority rights policies inEastern Europe, in particular in Romania. The interconnectedness between the bilateraldialogue and the European Union influence in Western Balkans is evaluated by discussingthe impact of bilateral lobbying in the relation between Romania and Serbia regarding thefield of the Europeanisation of minority rights.
