Summary/Abstract: War and terrorism, as humanists have argued, are irrational per se. Realists, following Clausewitz’s formula that war is “a continuation of politics by other means”, drew a different lesson from history, and cynics tend to side with them, pointing out that frequently the “winner takes all” (Frank and Cook, 1996). Economists approach these basic questions differently, attempting to first clarify under which circumstances war and terrorism “pay”, which systems of incentives they promote and what kinds of group behaviours they reinforce.
