Proposal and changes in the scope of the ombudsman institution in Poland

Summary/Abstract: The creation of the institution of the Ombudsman for Children in Poland opened the discussion on the need to strengthen institutional safeguards for the protection of the rights and freedoms of particular social groups. The increased interest in the subject of human rights in Poland is also a consequence of legal actions undertaken by the European Union. The submission of an legal draft aimed at the establishment of a new specialized ombudsmen is often explained by the need to adapt national legislation to the requirements of EU law. Until now Polish parliament has worked on the drafts of the Act on Ombudsman for Crime Victims (2001), the Act on Ombudsman for Soldiers (2009), the Act on Ombudsman for Families (2012), the Act on the Ombudsman of Taxpayers’ Rights (2012)and two proposals concerning the Ombudsman for Combating Discrimination (2009 and 2012). The aim of the article is to present general objectives of the above mentioned drafts,to assess the position of the proposed ombudsman in the system of Polish state authorities as well as to present their scope of competences.
