Ukraine Approaching the EU: How Avoid “Fata Morgana” Case

Summary/Abstract: Ukraine is one of the three Eastern Partnership countries (the two other are Moldova and Georgia), which officially declared their strategic goal of the European integration, meaning the full membership of the EU. Ukrainian Law and many of Government documents point out at this goal since 1990s. However, Ukraine’s records on the way to United Europe remain rather modest. Ukraine did pass through the Partnership Agreement (1994), the Neighborhood Policy realization (2004), and the Eastern Partnership Program (2009) on a way towards the Association Agreement (2014). While the EU is really of crucial importance for Ukraine, and Ukraine has certain importance for the EU too, Ukraine did not attain a clear recognition and appreciation of its European aspirations from the EU. Moreover, some Member States seem to be reluctant with sending this signal from their side to Ukraine. It means that some controversies exist amidst Ukraine course towards European integration and in the perception of Ukraine as the prospective candidate country in some European Societies and Political elite (Dutch Referendum proved to be one of the most sensitive cases of this story). Thus, the paper aims at analyzing the danger of converting Ukraine’s European course into a kind of illusion and suggests some proposal of avoiding the failure of Ukraine on the way to United Europe.
