News in the public procurement field. Negociation without the prior publication of a notice and the amendment of the public procurement contract

Summary/Abstract: The article deals with a very topical issue: the changes made by the adoption of a new legislative package on public procurement. It brought a series of news from previous legislation, both in terms of substantial and procedural plan, among the most important ones being found those on the negatiation without the prior publication of a notice or the amendment of the public procurement contract. The article in this issue will be particularly addressed to the issue of the former article 122 lit. i) of Emergency Government Ordinance no. 34/3006, namely the supplement of the public procurement contract through the negotiation procedure without the prior publication of a notice, or certain aspects on the amendment of the public procurement contract in accordance with the new legislation.
