Critical remarks on the way of adoption of an instruction by the National Authority for the Regulation and Monitoring of Public Acquisitions

Summary/Abstract: Between the moment of the foundation of the National Agency for Public Acquisitions (26th May 2015 – according to the 1st article from the Government Emergency Ordinance No. 13/2015) and the moment of the dissolution of the National Authority for the Regulation and Monitoring of Public Acquisitions (25th August 2015 – according to the 9th article from the Government Emergency Ordinance no. 13/2015) both public institutions responsible for implementation of the national policies in the field of public acquisitions coexisted in our country, an aspect which should have been avoided by the delegate legislator.
