Summary/Abstract: If integration is a rule of globalization then this rule allows for exceptions like disintegration. Philosophically speaking, breaches and disobediences from the spirit of the integration rule ought to be considered almost natural. Although governs and states are the main actors of the integration policies, they share this task of globalization with the intergovernmental organizations and international agencies and also with supranational institutions as the European Union. All these states or nonstatal actors, participate in the global integration policy but also to the disintegration and uncertainty one dominated by competition for resources, financial crisis and the continuation of strategic gaps emphases specific for the 21st-century world.In this uncertain international environment, the national states are submitted to some pressures of ethnic separation, dividing the national territory, to some pressures of undertaking of the national resources by transnational companies and to other many extern and intern pressures.
