Summary/Abstract: States public policies play a decisive role in achieving global and regional development. The aim: to stimulate social and economic growth; to promote the human capital and investments; to increase the role of R&D politics. In a more general view, such policies also contribute to the rise of BRICS emerging powers and to strengthen the multipolarity international trend.
