Summary/Abstract: The restoration of multi-institution of local government, closely related to the deep political changes, forcing the state to the new shape relations between the the local goverment itself, and the citizen on the basis of partnership. It is assumed that the state as the common good of all citizens should give citizens and their groups, by government action, the conditions for the development of activities in all areas of socio-economic development. It is accepted that it is the activity of citizens, their frugality, diligence and cunning are the primary source of individual wellbeing of society. State therefore should be active where the problems come into play, which are not able to be solve by citizens acting alone or as part of various social groups. This initiateted the process of building a civil society. Local government bodies have become independent entities of power, with which the state must be based on the agreement of the relationship and not on the warrant. Local government makes decisions as the residents themselves or by the municipality, county, or region, or by their bodies. Let’s try to analyze the state of progress of civil society in Poland, and also the role of local government in the process.
