Summary/Abstract: Montenegro is one of the newest countries in South-Eastern Europe. In contrast to the former republics of Yugoslavia that fought wars to reach sovereignty, Montenegro achieved its independence democratically. After the independence on 3th May 2006 a new process of building Montenegrin society began. The country undertaken a wide- ranging programme of structural and institutional reforms. Good neighbourly relations and cooperation with international organizations and other countries in the region of Western Balkans are given as a key of its success. Montenegro realized the first contractual relation with NATO by signing the Framework document of Partnership for Peace (PfP) in 2006. After development of the Presentation Document and signing the Security Information Agreement, Mission to NATO in Brussels was opened. Podgorica agreed its first Individual Partnership Programme (IPP) with NATO in January 2008. Cooperation was deepened in July 2008, when its first Individual Partnership Action Plan (IPAP) was agreed. Montenegro completed its participation in the IPAP process in the summer of 2010, beginning its first MAP cycle in the autumn of 2010 with the submission of its first Annual National Programme (ANP).
