Summary/Abstract: The aim of the article is to point out the mechanisms of exclusion in the conceptual basis of liberal democracy. The first part discusses the concept of the political agent, citizenship and public discourse and brings the explanations why these categories could be discriminating for women. In the second part text considers the question if the non-exclusive public community could be theoretically possible. Invoking the concept of communicative democracy open to the category of difference author proposes some premises and strategies for implementation in order to make women’s participation in the political community more equal.
