Summary/Abstract: The health service was the first public service to introduce the new financing system. Since April 1, 1961, health institutions have had full autonomy in distributing their income among personal incomes and their various funds, in accordance with Rules which they themselves draw up and adopt. The new system of financing the collectives of health establishments as a whole, and health workers individually, has provided the stimulus for more economical operation and more efficient medical care.
