Control and programming of sovereign debt viewed from the perspective of the competences of the minister competent to public financial matters

Summary/Abstract: This article deals with the issues of public fnance law. The analysis focuses on theselected competences of the minister competent to public fnancial matters in relation to the sovereign debt. In the frst part of this paper the author aims at determining the subjective and the objective scope as well as the signifcance of controlcompetences regarding the sovereign debt which are implemented by the ministercompetent to public fnancial matters. The second part of the article is devoted tothe analysis of the programming-strategic competences. The author not only presents and evaluates the Public debt management strategy in the recent years, butalso attempts to determine the relationship between this document and other programming documents concerning public fnancial matters in Poland. In conclusionthe author confrms the thesis of broad or even discretionary powers of the ministercompetent to public fnancial matters.
