An Interesting Offer in Russia’s Plan to Capture Istanbul: A Proposal to Buy the Steamers of Idare-i Mahsusa

Summary/Abstract: Though the issue of the Turkish straits, which is one of the most important issues of Russia's foreign policy throughout history, has taken a considerable place in the scientific literature, especially since it is almost impossible to access the Russian archives during the Soviet period, this issue, like many others, has not been sufficiently handled by Turkish researchers using Russian archives and many details of this issue could not be revealed as well. However, with the collapse of the Soviet Union and the access to Russian archives after the 90s, like many other issues, also for this issue historical details can be presented from Russian side. The writing of this article became possible thanks to the appearance of two documents in the archives of the Russian Fleet. The date of the archive documents is 1896 and they are the reports of the Russian Naval Attaché in Istanbul written to the main headquarter.
