An Explanatory Note to a Draft Bill on Alternative Military Service

Summary/Abstract: Compulsory military service in Russia should be perceived as citizen's committment to the society and not the state. In this connection alternative military service is not degrading -- this is an opinion of three Krasnoyarsk lawyers, authors of a draft bill on alternative military service. In this commentary they give a close analysis of their draft and the situation in general.
