Summary/Abstract: On September 11, 2001 U.S. citizens for the first time in history became subject to genocide. Thousands of them were killed just for being Americans and bearers of a certain social-cultural tradition as Jews were killed just for being Jews during WWII. During the second Chechen war Putin's army killed about ten times as much Chechen civilians as Americans killed in the attack on September 11. Is state terrorism less of an evil than international terrorism?
