Summary/Abstract: The increasing use of information technology (IT) in all aspects of teaching and scientific/research activities has changed the role of university libraries significantly. Internet largely replaced the role of the library as a repository of scientific knowledge and technical literature. On the other hand, using Internet as the sole source of information for research has led to new problems, such as plagiarism, copyright infringement, predatory publishing, and general degradation of the quality of the universities. The increasingly popular university rankings are can be one way to encourage quality improvement. The ranking criteria vary, and the most common criterion is a measure of the impact of the researcher or citations. This paper describes the most common problems faced by universities in achieving a better ranking, as well as ways to overcome these problems. In particular, it describes the role of university libraries and their integration with IT services as one of the possible ways of improving the quality of higher education institutions as both educational and research institutions.
