Summary/Abstract: During the first-term Turkish Grand National Assembly (TBMM), which was established under the leadership of Atatürk in April 23rd, 1920, deputies carried out vital services in the national liberation struggle against the occupation forces, besides internal political issues. Therefore, the first-term assembly deserves the title of founder of the state. During the succeeding second and third terms, the TBMM realized many reformations. So, the first three terms of the assembly is extremely significant. During the first term, Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Rifat Bey (Çalıka), Osman Zeki Bey (Uşşaklı), Mehmet Âlim Efendi (Çınar), Mehmet Atıf Bey (Tüzün) and Remzi Efendi (Akgöztürk) were deputies of the province Kayseri. During the second term, Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Dr. Halit Mazhar Bey (Karakaya), Nuh Naci Bey (Yazgan), Ahmet Zeki Bey (Karakimseliler) became its members. This study tries to exhibit vision of Ahmet Hilmi Bey, who served in the first (1920-1923) and second (1923-1927) terms of the TBMM, on providing a just administration, by referring to his political activities. He argued that the country should be governed in a fair manner; he made speeches about prevention of corruptions. He opposed some taxes by referring to the very poor situation of people, who remained helpless in paying those taxes. He stated in his speeches that official tasks should have been given to persons who were honest in their attitudes, and who did not neglect their responsibilities.
