Summary/Abstract: The Kipchaks dominated around The Corukh River in the 12th century. Also know as the “Atabegs” the Kipchak Beys maintained their administrative positions as”ocaklık” after the related region was put under the rule of the Ottoman in the 16th century. The first governor of the Atabeg family with the rank of vizier, Mehmed Arslan Pasha had a complex built in Oltu in 1664 and prepared its charter in 1666. That charter contains significant information about Mehmed Arslan Pasha and the history of Oltu.
