Summary/Abstract: This paper presents basic features of modern transnational terrorism, especially its forms evolving in the aftermath of al Qaeda’s attack on the US on September 11, 2001. It emphasizes current problems which put the strain on international relations, especially among the most influential countries in the world. These problems directly reduce the efficiency and limit the effects of antiterrorist activities on the global scale. The central part of the paper focuses on the most important activities of the United Nations, primarily manifested in a number of Security Council resolutions, in finding mechanisms, creating and organizing subjects of international law in the struggle against this most prominent security problem and political phenomenon that still poses an enigma for the modern world, individual states, their leaders, relevant specialized agencies and scientific community.
