Summary/Abstract: Trabzon provincial administration was made budget in 1914 via Law of City General Management. Budget was ordered by created Private Management Budget and its practicing instruction consider city characteristic. In the city management was established two different committees and these committees responsible from municipality, education, agriculture, foundation, public works. Thus, gathered taxes from citizen were given by these committees to citizen.
