Summary/Abstract: In this study, the reasons of the reform movement in the Ottoman Empire have been investigated. As an introduction, general situation of the Ottoman Empire at XVII. and XVIII. centuries will be mentioned with the consideration of the problems in the political, military, economical, educational and scientific areas.
