Summary/Abstract: The European Security Strategy adopted by the European Council in December 2003, clearly identifies the South Caucasus as one of the regions in which the EU should take a "stronger and more active interest". EU Member States have approved the inclusion of Georgia, Armenia and Azerbaijan to the European Neighbourhood Agreements. The term Wider Europe is not used in the new European Neighbourhood Policy. It might have been deliberately avoided for not being compared with the USA's "Greater Middle East Project".
