Summary/Abstract: The article discusses the issues of combating terrorism. Physical fight against terrorismis called in Anglo-Saxon countries counterterrorism (CT). In Poland, the fight against terrorismis called anti-terrorism (AT). This term has in turn in Western countries a muchbroader meaning. It is important to define precisely what in fact is meant by terrorism.Within the area of internal security, terrorism is simply a crime, while within the territoryof the armed forces in foreign interventions, terrorism is identified with insurgency anduprisings. In the text various ways of counteracting and preventing terrorist threats areconsidered, ranging from architectural planning, prevention programs to the black tactics(CT) and prosecution of terrorist offenses. A separate issue constites the military conceptof terrorism and combat adopted by NATO. The armed forces of many countries are lobbyingto increase their competence in the field of internal security, which may pose a realthreat to freedom and democracy.
