Summary/Abstract: Civil society and relationships (when talking to partners) or in conflict with the state may have power. These legal social institutions do not, by their own law, mean that they operate at the highest level and independently of the laws of the national system. Only state officials are effective advocates in civil society in the country, thanks to the law governed by statutory power, and can synthesize their own personal interests in the general political society.
