Summary/Abstract: Constitutional diplonomy is that process of lawmaking based on dual government, dual administration, and in which the constitutional legislator must take into account both the interest of the state and that of the citizen. Even if the citizen is informed about the content of the normative constitutional law, being offered possibilities of intervention through public debates, referendum, final vote, etc., it is the legislator that configures the norm and understands the specialized mechanism of the system in which it will eventually produce the effects. That is why it is more than necessary for the legislator to provide the legal norm of constitutional law with clarity and predictability in defending the interests of the citizen and configuring it with good faith „infas concepus”. If the constitutional legal norm respects the concept of constitutional diplonomy, surely the law following the fundamental law will correspond to the common interests of the state and of the citizen and it will create the necessary balance and social harmony.
