Summary/Abstract: Throughout 1962 intense efforts were devoted to increase the usefulness of social welfare institutions, to expand the social security system, and to regulate the position of individual categories of beneficiaries. One of the serious issues in 1962 was how to finance social institutions. The view was taken that the determination of the real cost prices of services rendered by these institutions was the only realistic way of establishing appropriate relations between them and the community on the one hand, and between them and beneficiaries on the other. In addition, it was decided that the same treatment should be accorded to social institutions established by people’s committees and those founded by dwelling communities.
