Summary/Abstract: The development of the Yugoslav economy, the general rise in production, the expansion of economic relations with foreign countries and the increase in the volume of commodity exchange, made it essential just over a year ago, to carry out a comprehensive reform of the entire system of foreign trade, and to adjust it to the real requirements of commodity exchange that had arisen under changed conditions. Reform was also made imperative by the development of social-economic relationships, which required an adjustment of business conditions to production and distribution relations.
