Summary/Abstract: Public health care system treats as a primary universal, equal and offered without undue delayaccess to benefits. Due to the numerous technical constraints, financial, or human resources, not all servicescan be offered with or without restrictions, and in the same dimension in diversified in terms of the size ofdwelling places. The functioning of the health care system in the availability of medical services has been thesubject of numerous research projects and publications, but those involved in the majority of local research,focusing on verification in practice made system solutions. There were conducted so far work on the diversificationof the regional availability of medical services in the Polish population, taking into account the divisionof the country into territorial units of different population, i.e. in rural communities, small towns, urbanand metropolitan. Also, they do not include data from private clinics and surgeries. Proposed in this articlemeasuring tool called “Maps of access to medical services” constitute a subsidy measure for “Map healthneeds”. The paper presents only preliminary, theoretical idea the tool that requires further refinement andaccurate empirical research. The study focuses its attention on proving the thesis that “Map access to medicalservices” is an essential tool used for optimal rationing of medical services in Poland.
